There will NOT be check-in points at the Haruna Gymnasium and Takasaki Station.
※ Due to the Covid-19 Virus countermeasure, the Number Card, Time Measurement Chip, and the Helmet sticker will be mailed to each rider prior to the Race.

【Eligibility】

・People who agree in full with the Event Outline and Terms & Conditions of Entry

・People who meet the following conditions:

①Lake Haruna Course/②Haruna Jinjya Course

Healthy riders who are junior high school age or older

  • ※ For the Expert Categories , riders who can complete the race under 60 minutes.

③Beginners Course

Healthy riders who are elementary school 3rd grade age or older

  • ※ “Age” refers to the rider’s age on the race day.
  • ※ Each elementary school student rider must be accompanied by an adult guardian 20 years of age or older.
  • ※ Entry fees for the accompanying adult guardian is free. However in this case, the accompanying rider will not receive any awards or completion certificate. People who require the above must register separately for the Beginners Course.
  • ※ Participants aged 17 or younger must submit a signed approval from an adult guardian with permission to participate in the event.

【How the race starts】

Riders will be allocated to a group wave of 250 people, based on the predicted finish time they declared. Each group wave will start with 4-5 minute intervals, starting first with the group wave of Expert riders.

【Timekeeping method】

Expert riders:gross time (time starts when the first rider passes the starting point).
Others: net time (time starts for each individual rider when the certain individual passes the starting point).

【Time Limits】

If the rider can not complete the race or pass the check-points by the designated time, the rider must discontinue the race. In this case, the rider must not descend the mountain on one’s own.

  • ※ The designated race time is an estimated time. Schedule changes are possible according to the circumstances of the race.
  • ※ The designated passing time for each of the check-points are 60 minutes (Check-point 1) and 90 minutes (Check-point 2) after the last group wave of the Lake Haruna course starts the race. Schedule changes are possible according to the circumstances of the race. The definite race time limit will be noted on the notification that will be mailed to each participant prior to the race.

Team Competition (Team race)

The Team Competition is for 3 racers registered in the Hill Climb Race making up a team to compete for the quickest time against other teams on the same course.

  • Eligibility: Riders must be individually registered for the Hill Climb Race, excluding Expert riders.
  • Participation Quota: None specified
  • Entry Fee: Free (entry fee for the Hill Climb Race as an individual is essential)
  • Placings: Placings will be determined based on the total time of the 3 individual riders of the team.
  • How to register: Once the 3 members of a team have individually registered for the same course of the Hill Climb Race, the team leader can register separately for the Team Competition. Teams can be mixed male/female and riders can be in different categories as long as they are competing on the same course.

※ Entries would be accepted in order of application.

※ Entries may close early if the number of applicants reach the quota.

※ For those who applied by Monday, March 22nd, the Race Information Guide and Number Card will be forwarded in late April. Other applicants who enter after March 23rd will be forwarded the above in early May.

【Participation Prizes】

・A 1,000 Yen Coupon which is usable at the booths on site or stores in Takasaki city with the yellow banner of the Haruna Hill Climb will be distributed with the Number Card.

【Awards】

(1)Yowamushi-Pedal Award
  • The earliest male and female Junior High School age rider to finish the Haruna Jinjya Course and the earliest male and female Elementary school age rider to finish the Beginners Course will be awarded with a souvenir in collaboration with the cartoon “Yowamushi-Pedal.
(2)Individual Awards

①Lake Haruna Course

  • The rider of 1st to 8th place of each category will be rewarded the following;
    1st place: Honorary Certificate, supplementary prize, medal,
    Champion jersey
      2nd and 3rd place: Honorary Certificate, supplementary prize, medal.
      4th to 8th place: Honorary Certificate, supplementary prize.

②Haruna Jinjya Course

  • The first 8 riders of each male and female group who are High School age and older will be awarded the following;
      1st to 3rd place: Honorary Certificate, supplementary prize, medal.
      4th to 8th place: Honorary Certificate, supplementary prize.
  • The first 3 riders of each male and female Junior High School age riders will be awarded the following;
      1st place: Honorary Certificate, supplementary prize, medal,
        “Yowamushi-pedal” Award.
      2nd and 3rd place: Honorary Certificate, supplementary prize, medal.

③Beginners Course

  • The first 8 riders of each male and female Junior High School age riders and older will be awarded the following;
      1st to 3rd place: Honorary Certificate, supplementary prize, a medal.
      4th to 8th place: Honorary Certificate, supplementary prize.
  • The first 3 riders of each male and female Elementary School age riders will be awarded the following;
      1st place: Honorary Certificate, supplementary prize, medal,
        “Yowamushi-pedal” Award.
      2nd and 3rd place: Honorary Certificate, supplementary prize, medal.
(3)Team Awards
  • The first 3 teams of each course will be awarded the following;
        1st to 3rd place: Honorary Certificate, supplementary prize, medal.

※ An awarding ceremony will not be held. The results will be posted on the Homepage later on, and the prizes will be mailed to each recipient.

【Commemoration of the 2 Hill Climbs of Gunma】

One person from the riders who has participated in both the Haruna Hii Climb and the Maebashi Akagiyama Hill Climb will be chosen by lottery. The winner will receive a prize.
If one or both of the events are suspended by unexpected causes, the two event offices will consult the appropriate measure.

※ The lottery will take place at the end of the latter event.

【The sending of the Number Card, Time Measurement Chip, Race Information Guide, Participation Prizes, Health Check Sheet】

The Number Card, Time Measurement Chip, Race Information Guide, Participation Prizes, and Health Check Sheets will be sent in late April to the address registered. Please note that there will not be a reception on the Race day nor the previous day.

※ Applicants who enter after March 23rd will be forwarded the above in early May.

※ If you are applying as a group or a family, the contents described above for all members will be sent to the representative. If the applicants wish to have the contents sent individually, please apply individually.

【Riders gathering to the Stand-by area】

There will NOT be any reception at the Haruna Gymnasium or the Takasaki Station on the race day or the previous day as the former year.
Participants will gather at the designated stand-by area according to the method on the Information Guide, with the Number card, Record Chip and Helmet Sticker in place.

※ Entrance check (the submitting of the health check sheet, body temperature check and sterilization) will start at each stand-by area at 5:00 on the race day. Participants must submit the Health check sheet, check one’s body temperature and sterilize before entering the stand-by area.

※ After clearing the entrance check, participants will put a sticker on their helmet to indicate the completion of the entrance check.

【Bicycle Regulation】

  1. The vehicle used in the race must be a one-personed bicycle designed for sports, equipped with both front and rear brakes and a freewheel for the rear tire.
  2. Practical bicycles (daily-use bicycles) are allowed only with the Beginners Course.
  3. Recumbent type bicycles, motor-assisted bicycles are prohibited.
  4. The use of Spnaci handles, Attachment bars, DH handles are prohibited.
  5. Despite the above, there may be cases the executive committee will permit.
  • Approved Bicycles
     Road Racing Bikes, Hybrid Bikes/Touring Bikes, Mini velo (bicycle with miniature size tires), Mountain Bikes, etc.
  • Unapproved Bicycles
      Recumbent bike, Tandem, Motor-assisted Bicycles, etc.

【Insurance】

Injury insurance for the participants

  • Fatality, after-effect from injury  2,000,000 yen
  • Hospitalization (up to 180 days from the day of injury)   3,000 yen(per day)
  • Going to the hosipital (up to 180 days from the day of injury)  2,000 yen (per day)

※The injury insurance will cover only injuries (Incised wounds, bone fractures etc). Ill health as in anemia or illnesses including the Covid-19 infection will not be insured.

※The damage, misplace or theft of a bicycle (body frame or any of it’s parts) will not be insured regardless of whether or not the incident occurred doing the race.

※If the participant is unsure with the insurance detail mentioned above, we advise each rider to take out an insurance policy on one’s own.

【Please be noted】

  1. The will be no reception. Participants will gather to the instructed stand-by area according to the Information Guide that is sent to each rider prior to the race day, with the Number card, Recording Chip and Helmet Sticker in place. Participants will submit the Health check sheet and undergo body temperature measurement and sterilization before entering.
  2. For participants who misplaced or forgot their Number Card or Recording Chip, a new one will be issued for 1,000 yen each.
  3. Helmets and gloves are compulsory. Leather or cloth helmets are not allowed.
  4. Cameras must be formally attached and no hand-held cameras are allowed.
  5. No audio players or radios are allowed during the race, regardless of it being on speaker or by headphones.
  6. There will be only 2 re-hydrant points (Haruna Fureai Park, Beginners Course Finish Point), so participants are encouraged to bring their own beverages.
  7. Any participant the executive body finds dangerous to one’s self or others during the event period may be disqualified from the race.
  8. Any descent deviating from the instructed path is forbidden. Elementary school aged riders will descend by bus, for their own safety. No descending by one’s self is permitted.
  9. Please return the Recording Chip at the returning point after your finish the race. If the participant did not run the race, or if the participant accidentally took it home, please return the chip to the office by mail. If the chip is not returned, you will be charged with 5,500 yen (tax included).
  10. There will not be an inspection of vehicles, but if the participant is pointed out a faulty maintenance or a regulation violation by an official before the start of a race, the participant may be disqualified. Please inspect and prepare one’s bicycle with the participants responsibility.
  11. The will be no bus service for non-participants.
  12. According to the road conditions and weather changes, the race may be reduced or canceled if necessary.
  13. For the purposes of preventing thefts, please have you bicycle locked when you step away.
  14. If you have any address changes after applying for the race, please make the necessary changes on the run-net. If the application period has ended, please notify the office of the changes and up-date your “my page” of the run-net. The information guide and number cards will be mailed to the registered address. Please consider registering for the forwarding service the Japan post office provides.

【Terms of application】

  1. The applicant will apply for the race with the understanding and full compliance of all terms, conditions, and the decision of the executive body.
  2. Any changes of courses and categories or canceling on the applicant’s behalf will not be accepted. Accidental over payments can not be refunded.
  3. The qualification for participating in this race can not be transferred to a third party, regardless of it being with compensation or not.
  4. The participant will comply with the decision of the executive body of the reduction, changes, cancelling of races, the method of notification or refunding in the case of an infectious disease such as Covid-19, natural disasters such as earthquakes or wind and water damages, accidents and incidents. In case the race is suspended, the refund of the entry fee will be the following;
    ・ Suspended by April 14th; FULL refund (NO participation prize)
    ・ Suspended by April 30th; 50% refund (The participation prize will be mailed)
    ・ Suspended after Mar 1st; NO refund (The participation prize will be mailed)
  5. The riders will attend with caution for health such as cardiac conditions or diseases, and will properly train on participating in the race. Participants will attend under one’s own responsibility in the case of injuries, accidents or misplacing of belongings.
  6. The participants must obey the instruction of discontinuance if the executive body finds the rider to be unfit to continue the race. Also, the participants must follow instructions according to safety measures and operating regulations.
  7. Participants will accept medical treatment in the case of a medical emergency. The executive body will not be held accountable for the method or the outcome of the medical treatment.
  8. The executive body will not be held accountable for the accidents, criminal incidents, misplaced belongings or injuries and diseases that occur during the race, and the participants cannot claim damages.
  9. The participants will acknowledge that the compensation for accidents and injuries will be within the insurance coverage the insurance policy taken out on the race will offer.
  10. The participant’s family, guardian (if the participant is under-aged) or team member is aware and has consented to the riders participation of the race.
  11. The participant will not falsely declare one’s age or gender, or have a substitute rider in one’s place. If such a situation is disclosed, the rider must obey the decision of the executive body as severe as disqualification, deprivation of any awards, and banning from the future participation in this race. The executive body will not be responsible for any medical treatment or obligated to refund any expenses due to false declaration or substitution.
  12. The participants will agree to have their personal information such as name, age, gender, record time, and photo image released to the public through videos, pictures, articles and records of the race to the media such as newspaper, television, magazine, internet articles, pamphlets and brochures. The right to use or publicize of the above will be reserved by the executive body.
  13. The personal information of the applicants will be handled accordingly by the regulations of the executive body.
  14. The participant will attend the race with the self responsibility of safety, proper management of one’s physical condition and equipment, full understanding of the nature and risk of the sport, the limit to the safety measures and emergence response the executive body can provide.

【The terms for Covid-19 infection countermeasures】

  1. The personal information of participants may be provided to a third-party such as the public health center or medical institutions if necessary, for the purpose of preventing the dilation of the infection.
  2. Participants who disobey instructions regarding infection countermeasures may be put on stand-by, expunged from the race or be removed from the race site.
  3. Participants with basal disease or over age 65 should understand the risk of advancing of symptoms in case of Covid-19 infection.
  4. Participants will submit the Health check sheet and covenant on the race day.
  5. The executive body will preserve the submitted Health Check Sheet and personal information of the participants for 1 month after the race.
  6. If the participant should brake out with Covid-19 symptoms within 2 weeks after the race, the participant must promptly notify the executive office along with the information of possible persons of close contact.
  7. If a participant where to be diagnosed positive with Covid-19 afterwards the race day, participants may be requested to cooperate with the inquiry of the public health center.
  8. The executive body recommends the use of “COCOA”, the Covid-19 Contact- confirmation app distributed by the Ministry of Health, Labor and Welfare. We ask you to please cooperate with the download and installation of the app on your digital devises.
  9. If the participant is showing symptoms of the following, the participant will be requested to withdraw from the race.
    ・ Body temperature over 37.5 degrees centigrade.
    ・ Cough, phlegm, sore throat and other symptoms consistent with a cold.
    ・ Sense of fatigue, short of breath.
    ・ Abnormality in sense of smell or taste.
    ・ Contact with a Covid-19 patient.
    ・ Contact with a family member or an acquaintance suspicious of being contagious with Covid-19.
    ・ Participants with basal disease such as diabetes that are unsure of one’s health condition.
    ・ Any participant that have visited or had contact with a person who had been to a country or region that the Japanese government have limited the administration to within 14 days prior to the race day.
    ※In any case, there will not be any refunding of entry fees.
  10. Frequent hand wash and sterilization by alcohol is essential.
  11. Please keep your distance with other participants and staff members. Assisting handicapped participants are excluded.
  12. Please refrain from conversing or cheering loudly, unless of an emergency.
  13. Please cleanse and sterilize you hands when eating or drinking, and keep your distance with others. Please refrain from sharing utensils.
  14. The executive body will implement countermeasures, but any contagion or contact with an infected person (or any damage caused by the outcome), the executive body will not be held accountable.
  15. Participants will follow instructions and procedures set by the executive body concerning the countermeasure of Covid-19.

【The precaution measures implemented by the executive body】

  1. Number Cards and other necessary items will be sent to each applicant by mail prior to the race. No reception is scheduled at the race site.
  2. Portable toilets will be installed at the rice site. Participants will follow the instructions on cleansing and sterilizing of hands on using the toilets.
  3. Staff members will be wearing facemasks at all times.
  4. Staff members who interact with participants or stationed at the re-hydration point will wear face shields and gloves.
  5. Participants will wear masks at all times except during the race.
  6. Visitors will wear masks at all times.
  7. Beverages will not be hand passed.
  8. Participants who cannot continue the race will be transported back. In doing so, the participants will be requested to sterilize their hands and wear a mask specified by the executive body.
  9. There will be no waste bin at the race site. Any personal waste must be taken home. Do not litter left-over beverages on the site or on the roads.
  10. ※ The terms and regulations concerning the countermeasure for Covid-19 may be changed or modified by the race day. In any case, meet the required methods or procedures mentioned above, may be disqualified or expunged from the race, in order to insure the safety of other participants and staff members.

【The Handling of Personal Information】

The executing body acknowledges the importance of personal information, and will comply with domestic laws concerning the protection of personal information to insure and prevent any unwilling disclosure of personal information. The personal information of the applicants will be used for the sending of information guides and items, notices, and the announcing of the riders records. Also the information may be used for the executive body or a commissioned corporation to confirm certain details regarding the information registered by the applicant.
